REVISION AND DEVELOPMENT OF STANDARD OPERATING PROCEDURES FOR THE AMERICAN RED CROSS INTERNATIONAL DISASTER RESPONSE

Background: Since late 2015, the International Services Department of the American Red Cross went through a strategy revision and creation of a multi-year operational plan. With this restructure, there were various changes in roles and responsibilities related to international disaster response. Responses to international disasters are highly dependent of departments throughout the organization, including Disaster Cycle Services and corporate business support entities, therefore institutionalized Response Standard Operating Procedures (SOPs) are considered to be critical to ensuring common expectations of each department and unit at different levels of crisis severity.

Requirement: AmCross requested the revision and redevelopment of the ISD Response SOPs for the American Red Cross in responding to international disasters (including disaster levels and associated response and responsibilities, process flows, guidance notes, checklists and templates). In addition, ISD requested the development of a plan and cost estimate for the expansion of the SOPs to include the transition from Response to Recovery.

GEG Contribution: A three-person GEG team supported the American Red Cross with the development of new updated international disaster response SOPs. GEG worked closely with the AmCross International Services Department to revise, update, and redevelop standard operating procedures to be used in international disaster response. These SOPs are critical to ensuring common expectations of each department and unit at different levels of crisis severity. The SOP development process included a thorough desk review of existing SOPs and documentation (including job descriptions, matrixes, work flows, organizational tables, etc) as well as an extensive interview process to identify gaps in the existing SOPs. The GEG team then developed revised SOPs through a co-design process, allowing for continual feedback from American Red Cross stakeholders. The design process included an in-person design workshop as well as a simulation workshop to ensure effective input and understanding from key departments and stakeholders within the American Red Cross (both at HQ and regional levels).
