Three person GEG team carried out a comprehensive evaluation of UNICEF Supply Division Emergency Response and Preparedness.

Background: While there were several evaluations of specific emergency responses, no evaluations had focused primarily on supply and logistics since the 2007 Supply Function Evaluation. Given UNICEF’s accountability in emergency situations, an independent evaluation was considered timely to help the organization demonstrate the extent to which UNICEF Supply Division (SD) had adequately addressed the findings and recommendations from a previous evaluation and whether SD’s efforts, alongside its strategy and tools developed, were adequate for appropriate, effective, and efficient responses.

Requirement: An independent and rigorous performance evaluation of UNICEF SD emergency response.

GEG Contribution: A three person GEG team (Team Leader, Supply Chain Expert & Statistical Analysis Specialist) completed a comprehensive evaluation of UNICEF Supply Division Emergency Response and Preparedness. Conducted over a five-month period, the evaluation included findings, analysis, conclusions and recommendations (both strategic and tactical) to determine UNICEF emergency supply capabilities and assess supply performance. The evaluation focused on an examination of the effectiveness, efficiency and relevance of UNICEF Supply Division’s global support to humanitarian action while also distilling lessons learned and providing recommendations to inform supply optimization and future strategy.
