GEG SUPPORTED WHO TO DESIGN GUIDANCE AND PROCEDURES FOR WHO’S OPERATIONS SUPPORT & LOGISTICS FUNCTION WITHIN WORLD HEALTH EMERGENCIES (WHE)

Background: As a part of its global reform efforts, WHO seeks to strengthen its ability to respond to emergencies in rapidly changing environments. In order to ensure the success of Public Health Emergency Response, strong logistics support is required by the WHO Operation Support and Logistics (OSL) team. The purpose of this team is to provide logistics expertise to Regional and Country WHO Offices during outbreaks and/or other public health events.

In WHE, OSL processes are distributed within the level of the Incident Management System that is applied to WHO health emergencies, within the three technical areas:

  1. Emergency Operations Support
  2. Supply Chain Management
  3. Health Operations

Requirement:  Review current procedures, policies and guidance materials in order to develop updated tools, policies and SOPs for the OSL management within the WHO Emergency Health Programme.

GEG Contribution: A GEG team reviewed, developed and designed new guidance and procedures for the Operations Support and Logistics (OSL) functional management within the WHO Health Emergency Programme (WHE). Outputs included:

  • A guidance and procedures handbook for OSL
  • A responsibility matrix with links to the current SOPs, guidelines and documents;
  • Process workflows for SOPs;
  • Standard Operating Procedures;
  • Position descriptions and TORs;
  • Performance indicators, related communication and other learning materials.
